Unsmil ha anunciado que las conversaciones de Ginebra entre el presidente de la Cámara de Representantes y el Jefe del Alto Consejo de Estado en Ginebra los días 28 y 29 de junio de 2022 no han llegado a un acuerdo y ha añadido en un comunicado que a pesar del progreso en las negociaciones de esta semana entre el titulares de las respectivas cámaras, persiste el desacuerdo sobre los requisitos de elegibilidad de los candidatos a las primeras elecciones presidenciales.

El comunicado dice que Aqila Saleh y Khalid Al-Mishri revisaron las disposiciones pendientes del proyecto de Constitución de Libia de 2017, teniendo en cuenta el acuerdo alcanzado durante las conversaciones de El Cairo a principios de este mes.

"Llegaron a un consenso sin precedentes sobre una serie de cuestiones de larga data, que incluyen: la designación de la sede y la distribución de escaños para las dos cámaras de la autoridad legislativa; la división de responsabilidades entre el presidente, el primer ministro, el gabinete y el gobierno local; la forma específica de descentralización, incluida la delimitación del número de gobernaciones y sus poderes; un mecanismo de asignación de ingresos para los diferentes niveles de gobierno; y una mayor representación de los componentes culturales". Dijo el comunicado.

Agregó que si bien el progreso logrado durante las tres rondas de consultas en El Cairo y esta ronda en Ginebra es significativo, sigue siendo insuficiente como base para avanzar hacia elecciones nacionales integrales, que es un deseo genuino del pueblo libio.

La asesora de la ONU, Stephanie Williams, instó a las dos cámaras a superar el desacuerdo pendiente lo antes posible e hizo un llamado a todos los actores y partes en Libia a no tomar ninguna acción precipitada, enfatizando que se debe mantener la calma y la estabilidad.

UN announces failure of Libya constitutional basis meetings in Geneva

UN adviser Stephanie Williams urged the two chambers to overcome the pending disagreement

Unsmil has announced that the Geneva talks between the Speaker of the House of Representatives and Head of High Council of State in Geneva on 28-29 june 2022 have not brought up agreement, adding in a statement that despite the progress in this week’s negotiations between the heads of the respective chambers, disagreement persists on the eligibility requirements for the candidates in the first presidential elections.

The statement said Aqila Saleh and Khalid Al-Mishri had reviewed the outstanding provisions of the 2017 Libyan Draft Constitution, taking into account the agreement reached during the Cairo talks earlier this month.

"They reached unprecedented consensus on a number of long-standing issues, including: the designation of the headquarters and distribution of seats for the two chambers of the legislative authority; division of responsibilities among the president, prime minister, cabinet and local government; the specific form of decentralization, including the delineation of the number of governorates and their powers; a revenue allocation mechanism for the different levels of government; and increased representation for cultural components." The statement said.

It added that while the progress secured during three rounds of consultations in Cairo and this round in Geneva is significant, it remains insufficient as a basis to move forward towards comprehensive national elections, which is a genuine desire of the Libyan people.

The UN Advisor Stephanie Williams urged the two chambers to overcome the pending disagreement as soon as possible and called on all actors and parties in Libya not to take any precipitous action, emphasizing that calm and stability must be maintained.
