Libia merece un esfuerzo por la unidad y todos deben ser generosos con el pueblo

He recibido con especial consternación la noticia que la enviada de la ONU a Libia, Hannah Tetteh, no ocultó su frustración por el fracaso de la Cámara de Representantes (HoR) y el Alto Consejo de Estado (HCS) a la hora de responder a su iniciativa e implementar su primera fase y luego la segunda fase, abordando las cuestiones polémicas de las leyes electorales, estableciendo así una base constitucional sólida y aceptable para la celebración de elecciones. Y esto indudablemente no es bueno para nadie y menos para el pueblo libio.

Parece que las dos cámaras sólo acordaron permanecer en el poder y mantener el status quo sin cambios. Esto a pesar de la acogida y respuesta del HCS a la iniciativa, la formación de un comité para estudiarla y evaluarla, expresar su opinión al respecto y presentar los resultados a los miembros en una sesión oficial para una votación unánime sobre su aceptación.

La convocatoria y puesta en marcha del diálogo estructurado servirá como una primera advertencia a la Cámara de Representantes y al Alto Consejo de Estado, y será el verdadero comienzo para superarlos. Si Tetteh no recibe un apoyo real del Consejo de Seguridad de la ONU u otros partidos internacionales influyentes, los resultados de la iniciativa serán limitados y probablemente no irán más allá de que los partidos políticos dividan sus acciones en una nueva autoridad ejecutiva.

Está claro que debemos superar todo esto. Creo en la fuerza del diálogo y el buen entendimiento entre las partes implicadas en este proceso. Es absolutamente necesario que todos se sienten y piensen en el pueblo libio tan necesitado de un gobierno único, fuerte, que nazca de las urnas y que tanto actúe dentro del país y fuera de él. Libia es un país que promete mucho y no puede tener dos vías, sino solo una y la grandeza debe venir de ambas, que consigan que el futuro sea del pueblo, que pueda expresar su voluntad. Libia no puede esperar eternamente así, sino de este modo, unidos y con un objetivo hacer de este país, algo grande y prometedor. Los libios se lo merecen. De verdad.

However, they will not give up easily and the de facto authorities that support them will work to activate and devise new means of disruption and sow frustration. If Tetteh does not receive real support from the UN Security Council or other influential international parties, the results of the initiative will be limited and will probably go no further than political parties dividing their shares into a new executive authority.

It seems that the two houses only agreed to remain in power and keep the status quo unchanged. This is despite the HCS's reception and response to the initiative, the formation of a committee to study and evaluate it, express its opinion on it and present the results to the members in an official session for a unanimous vote on its acceptance.

It is clear that we must overcome all this. I believe in the strength of dialogue and good understanding between the parties involved in this process. It is absolutely necessary that everyone sit down and think about the Libyan people, who are so in need of a single, strong government that is born from the polls and that acts both inside the country and outside of it. Libya is a country that promises a lot and cannot have two paths, but only one and greatness must come from both, that ensure that the future belongs to the people, that they can express their will. Libya cannot wait forever like this, but in this way, united and with one goal to make this country something great and promising. The Libyans deserve it. Really.
